Launching an HVAC brand in Manitoba

Manitoba is essentially a Winnipeg launch, with Brandon as the second market. A third of homes heat electrically, the winter is long, and Efficiency Manitoba's heat pump rebates make conversions a real opening.

Written by Ali Sedighi, MBALast updated:

Manitoba is a one-big-city province for HVAC launch purposes. Winnipeg holds most of the market, Brandon is a distant second, and the rest of the province is a set of smaller towns. What makes Manitoba interesting is its fuel mix: about half the homes heat with gas and a third with electricity, and the province's heat pump rebate gives a newcomer a clear, honest offer for that electric-heated third.

Winnipeg, Brandon and the rest

Winnipeg is the launch target, and it's a large, self-contained metro. The City of Winnipeg had 749,607 residents in the 2021 Census and 834,678 across its metro area, according to Statistics Canada. Residents occupied 300,431 of the city's private dwellings, which is the household base a sizing sheet should start from.

Brandon is the second-largest city, at 51,313 in 2021. Below that, Steinbach (17,806), Winkler (13,745), Portage la Prairie (13,270) and Thompson (13,035) are small. Steinbach and Selkirk are within reach of Winnipeg and can be added to a Winnipeg service area. Thompson, in the north, is a separate market with its own logistics.

Fuel mix and season

Manitoba's split between gas and electric heat creates two products to market, not one. In 2023, about 52% of Manitoba households used natural gas and 33% electricity for their primary heating system, according to Statistics Canada.

Our market sizing guide uses Winnipeg as its worked example. Applying the provincial shares to Winnipeg's dwellings as an approximation gives about 156,000 gas-heated homes and about 99,000 electrically heated ones. At one replacement per 18 homes a year and a cautious 0.5% newcomer share, that is roughly 43 gas and 28 electric replacement jobs in year one, before repairs, maintenance and cooling.

The heating season is among the longest in southern Canada, with very cold prairie winters. That means:

  • a long busy period for repairs and no-heat calls
  • strong demand for maintenance plans, which smooth cash flow for a new branch
  • a launch date that should land in late summer, so reviews and profile history build before the deep cold

Regulators to know

Manitoba's gas and electrical licensing sits with the Office of the Fire Commissioner. We list these so you know who to contact; check every compliance question with them directly.

Programs as of October 2026

Efficiency Manitoba's heat pump rebate is the most useful program for a launch. Its air source heat pump rebate offers $2,000 for a centrally ducted cold-climate unit or $1,500 for a ductless one, in existing primary residences. Registered suppliers can earn a $100 bonus for applications that include an F280 heat-load calculation before 2027-03-31.

Manitoba was also the first province to sign a Canada Greener Homes Affordability Program agreement, announced on 2025-09-12, with nearly $30 million for no-cost retrofits for low- to median-income households, delivered by Efficiency Manitoba. The federal oil-to-heat-pump grant closed to Manitoba applicants on 2026-07-31. Programs change, so confirm terms with Efficiency Manitoba before using them in ads.

How we would approach a Winnipeg launch

  1. Start with one part of the city. Size a first service area, such as a group of neighbourhoods you can reach quickly, before expanding.
  2. Build two clear product paths. A furnace path for gas-heated homes, and a heat pump conversion path for electric-heated homes, each with its own page and campaign.
  3. Explain the rebate plainly. A dated, accurate page about the Efficiency Manitoba rebate helps customers and builds trust.
  4. Sell maintenance plans early. In a long-winter city they give a young branch recurring revenue.
  5. Follow the launch sequence so the profile and reviews are building before the cold arrives.

Frequently asked questions

Is Winnipeg a good city for an HVAC expansion?

It can be. It's a large, self-contained market with a long heating season and a meaningful electric-heat share, which supports both furnace work and heat pump conversions. Competition for core searches is real, so size a specific first service area rather than the whole city.

Who licenses gas technicians in Manitoba?

The Office of the Fire Commissioner issues permits and tradesperson licences under The Gas and Oil Burner Act, and electrician licences under The Electricians' Licence Act. Contact the OFC directly about your team's credentials.

What is the F280 bonus in the Efficiency Manitoba rebate?

Registered suppliers can get a $100 bonus on heat pump rebate applications that include an F280 heat-load calculation, for applications before 2027-03-31. Confirm the current terms with Efficiency Manitoba before relying on it.

Should a new Winnipeg branch lead with heat pumps or furnaces?

Both, on separate pages and campaigns. About half of Manitoba homes heat with gas, so furnace replacement remains central. The third that heat electrically are a natural audience for cold-climate heat pumps, especially with the provincial rebate. Track which line sells better in your first service area.
