British Columbia is really two HVAC provinces in one. The southwest coast has long, mild, wet heating seasons where heat pumps and cooling are central, while the Interior and the North have colder winters where furnaces and backup heat carry more weight. A BC launch plan should start by deciding which of those markets you're entering, then size it district by district rather than as one province-wide number.
The metros and how big they are
Metro Vancouver dominates the province, but it's a collection of very different cities. The region had 2,642,825 residents in the 2021 Census, according to Statistics Canada. Inside it, the City of Vancouver had 662,248 people and Surrey 568,322, with Surrey up 9.7% from 2016, per the municipal counts. Burnaby, Richmond and Coquitlam each add between roughly 150,000 and 250,000.
Outside the Lower Mainland, the Capital Regional District around Victoria counted 415,451 residents in 2021 (Census Profile). Kelowna, Abbotsford and Saanich round out the larger centres.
What this means for a launch:
- Vancouver proper has a high renter share and many apartments, so the residential homeowner market is smaller than the population suggests. Commercial and strata work may matter more.
- Surrey and the Fraser Valley are growing quickly, with more ground-oriented housing and newer subdivisions.
- Greater Victoria is self-contained, which makes it a manageable first market for a company already on Vancouver Island.
- Kelowna and the Okanagan combine hot summers and cold winters, so both heating and cooling demand are real.
Fuel mix and season
BC's heating is split between gas and electricity more evenly than any other large province. In 2023, about 42% of BC households used natural gas and 36% electricity for their primary heating system, according to Statistics Canada. That split is the reason a single-product launch rarely fits BC.
On the coast, the heating season starts gradually in autumn and stays steady rather than sharp. Summer heat can turn cooling into a second selling season, so plan cooling pages and ads rather than treating them as an extra. In the Interior, the pattern looks more like the Prairies, with a sharper peak in the cold months. Time the launch to go live six to eight weeks before your target area's main season.
Regulators and certification to know
BC is one of the provinces where key HVAC trades are under compulsory certification. We name these bodies so you know who to call; we don't give compliance advice.
- Technical Safety BC covers gas, boilers, pressure vessels and refrigeration, and licenses gas contractors.
- SkilledTradesBC administers Skilled Trades Certification, which applies to gasfitters, refrigeration and air conditioning mechanics, sheet metal workers and other mechanical trades.
- WorkSafeBC handles workplace safety and workers' compensation.
If your crew is coming from another province, contact SkilledTradesBC and Technical Safety BC early. Certification steps can take longer than building the website.
Programs as of October 2026
BC has active programs, but the rules changed in mid-2026, so check before promising anything. The CleanBC Better Homes Energy Savings Program offers income-qualified rebates for heat pumps and related upgrades, but new requirements apply to invoices dated on or after 2026-07-06, with some rebates removed and eligibility narrowed for some households.
Separately, the federal-provincial Canada Greener Homes Affordability Program is being delivered in BC through BC Hydro and FortisBC, under an agreement announced on 2026-06-29, for lower-income households. As of October 2026 these programs are open, but terms change; confirm with the administrator before building ads around them.
How we would approach a BC launch
- Pick the sub-market first. Coast or Interior, urban core or growth suburb. Each needs a different service mix.
- Size with ground-oriented homes. In Vancouver especially, count detached, semi-detached and row houses separately from apartments.
- Lead with the right product. Heat pumps and cooling on the coast, furnaces and dual-fuel in colder areas.
- Plan bilingual reach if your customers need it. Many Lower Mainland neighbourhoods have large communities who prefer another language; consider ads and pages in those languages where your team can serve them.
- Run the launch in the order set out in our launch sequence.

Frequently asked questions
Do my technicians need BC certification to work in a new BC city?
If they already hold BC certification, a new city within the province doesn't change that. If you're coming from another province, check with SkilledTradesBC, because several mechanical trades, including gasfitters and refrigeration mechanics, are under Skilled Trades Certification. Gas contractors are licensed by Technical Safety BC.
Is Metro Vancouver one market or many?
For launch planning, treat it as several. The housing mix, renter share and drive times differ a lot between the City of Vancouver, Surrey, Burnaby, the North Shore and the Fraser Valley. Most launches pick one or two of these as a first service area.
Should I lead with heat pumps or furnaces in BC?
It depends on the sub-market. The province's heating is split fairly evenly between gas and electricity, and the mild coast makes heat pumps a strong offer. In the colder Interior, gas furnaces and dual-fuel systems often matter more. Size each target area separately.
Can I promote CleanBC rebates in my launch ads?
You can mention programs you are eligible to work under, but the Energy Savings Program changed its requirements for invoices dated on or after 2026-07-06. Confirm current terms with Better Homes BC before using any rebate in an ad, and date the claim.
